you cannot download test versions with the autoupdater of Scrabble3D. Sorry, we should have told that to you, I apologize. Only official Patches can be downloaded by updating the program within Scrabble3D. Test versions are not integrated in the autoupdating system.
To get the test version you have to go on this Sourceforge.net site:

I recommend you to create a new folder on your computer, call it maybe Scrabble3D test versions. In that folder you could create a subfolder 2012-12-07. Unzip the downloaded test version into that folder.

I've updated my dictionary and I double checked them for IPA correctness. I've also eliminated words that aren't allowed in scrabble (1 letter, proper names), which brings my dictionary to around 50k words. Here's my final version!

Variant a) everybody has access to this thread and can download dic/settings here, or b) publish it on SF.net. I prefer a) because it's more scrabbleish and rather official to have a spoken language as dictionary.

Playing Scrabble with the IPA letter set, the english-phonetic.dic and British or American rules will be an amayzing training tool for students of English linguistics and phonetics all over the world. In my opinion this is a new concept of traditional Scrabble, and I like it. It would be a pity if students and other interested people could not find the file english-phonetic.dic on Sourceforge.net. And Steve did a very very good job! It would be a pity if his dic would be hidden in this forum.
In my opinion the english-phonetic.dic should be downloadable on Sourceforge.net like any other dic file. The IPA letter set should be integrated in the pulldown menu for the letter sets in the setting dialogue and the english-phonetic.dic should be integrated in the pulldown menu for the dictionaries. Both letter set and dic should be integrated even in the Assistant. For special dictionaries and letter sets like these ones, you should create a special section in the menus, underneath the "normal" dictionaries and letter sets. Maybe you could insert a line and create a kind of header: Special:. Call the letter set English phonetic IPA.

Wait a little bit. We have to check which variants of pronunciation Steve has taken in consideration in his english-phonetic.dic. I believe that he has integrated both American and British pronunciation, but I'm not sure yet. I have to study the list, in order to find doublets that could be analysed.

Since standard rules do not load automatically the appropriate dictionary nor the corresponding letter set, this question is not important. I don't understand why you ask this. Phonetics training Scrabble3D players can choose British OR American rules, load the english-phonetic.dic and the English IPA letter set separately, and they can save these settings as an individual preset called for instance "English phonetics". Regarding the Assistant nobody is forced to choose three times the same language. That means that in step 1 you might choose a French interface (menu language) for the program, in step 2 you might choose the Italian dictionary, and in step 3 you might choose German rules - and these "mixed" settings would be saved as your future standard configuration. Likewise people could choose English as menu language in step 1, the english-phonetic.dic in step 2 and the British or American rules in step 3 - and these settings will be their standard settings.

Since there are formatting problems, you cannot Copy & Paste the letter set above in the letter set table in Scrabble3D. Errors will occur. That's why I recommend you to Copy & Paste the letter set from here instead:
